I noticed this in an empty parking lot last Sunday and couldn't help but wonder what the story was. Obviously meant to separate vehicles with different types of parking permits, I'm not sure if this was accidental or on purpose. I'm sure the vehicle got the worst end of the deal though.

I think this would answer as a fence, after all it was intended as a barrier. Great idea.
