Good Fences
I'm not sure whether that building is occupied or not, but the fence looks like it is meant to keep people from using the sidewalk and steps leading up to it. Linking to Good Fences.

how interesting! at first i was just admiring it for a nice corner offset, but like you said, it now obstructs the path and doorway. :)

I'm confused by pieces of fence like this. Worth the investment? It adds nothing to the lawn, if you ask me. You didn't ask, did you?

I agree with everyone, that is odd to have the fence where it's at and it certainly does seem as if they don't want people walking through that area.
